Human Resources Regional Manager
Heckmann Corporation(NYSE: HEK) was created to buy and build companies in the water sector. On January 30, 2010, we completed our 50-mile water disposal pipeline in the Haynesville Shale which can treat and dispose up to 100,000 barrels of water per day. The new pipeline and our network of disposal wells are operated as wholly-owned subsidiary, Heckmann Water Resources Corporation. The completion of the pipeline makes us one of the largest handlers of produced water in North America. On February 9, 2010, we announced our joint venture with Energy Transfer (NYSE: ETP) to provide turnkey water infrastructure, gathering and treatment solutions for complicated water flows in the Marcellus and Haynesville oil and natural gas fields. In Northern Pennsylvania we have water transport capabilities in Towanda, Williamsport, and Wellsboro. Our corporate office is located in Pittsburgh. We also have operations in Texas, Louisiana, Ohio, and West Virginia.
Human Resources Regional Manager
This is a great growth opportunity for a solid generalist with the ability to move up. The responsibility is for the North and South Marcellus. The position will have a base salary, bonus and stock. It reports to Human Resources Director in Pittsburgh. Come help build an Human Resources function in a fast-paced high growth company.
KEY RESPONSIBILITIES:
- Develops and administers various human resources plans, procedures, and HR policies for all company personnel. Prepares and maintains employee handbook and policy manual as well as training supervisors on consistent HR policy interpretation.
- Participates in developing HR department plans, goals, and systems. Helps with the building of HR infrastructure in all units and at Corporate level.
- Assists with acquisition integration and due diligence.
- Training and coaching of first line supervisors.
- Plans, organizes, and controls all activities of the department within an assigned geographical and strategic business unit. Participates in developing an HR plan and goals for their customers.
- Implements and annually updates compensation program; writes/rewrites job descriptions as necessary; reviews annual salary surveys/market pricing and coaches managers in compensation management and monitors performance management process and revises as necessary.
- Gives input into benefits package developments and performs benefits administration to include employee education, helps with claims resolution, and change reporting.
- Develops and maintains affirmative action program; files EEO-1 and Vets -100 annually; maintains other records, reports, and logs to conform to EEO regulations.
- Conducts recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; conducts new-employee orientations; employee relations counseling, outplacement counseling, and exit interviewing; writes and places advertisements.
- Establishes and maintains department records and reports. Participates in management staff meetings and attends other meetings, such as seminars. Maintains company organization charts and employee directory.
KEY RESPONSIBILITIES:
- Evaluates reports, decisions, and results with their customers and with Director to established levels of service against their HR Dashboard. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Maintains compliance with federal and state regulations concerning employment practices.
- Maintains HRIS records and complies reports from database.
- Performs other incidental and related duties as required and assigned.
KNOWLEDGE AND SKILLS:
Solid knowledge of principles and practices of personnel administration, effective oral and written communication skills, and excellent interpersonal skills
Solid coaching and training skills
Systems thinking
Familiarity with FLSA, COBRA, ERISA, FMLA and related state and federal regulations
Understanding of administrative support and payroll needs.
EDUCATION AND WORK EXPERIENCE:
A bachelor's degree and five (5) years' Human Resources experience, OR
Nine (9) years experience in the HR field
Start-up experience preferred; building from the ground up and/or acquisition experience
Experience as part of a fast-moving management team
PHR/SPHR preferred

Hiring and Training Manager
Work with unit managers and outside organizations (such as recruitment agencies and job centers) in recruitment and selection process as well as supervise the learning and professional growth and development of the workforce as a whole. Responsible for the planning, ongoing development, implementation and supervision of training programs for all hired employees, including management.
A. Duties and Responsibilities
1. Prepare and post, and monitor job advertisements.
2. Screen all applications from all sources (online, paper and walk in applicants), set up and conduct interviews.
3. Prepare person specifications and job descriptions.
4. Prepare recruitment materials such as brochures, fliers and posters
5. Design application forms, review them on a regular basis, and design online processes.
6. Develop create and innovative recruitment solutions to attract quality and appropriate level of staffing.

8. Contact individuals to be interviews by telephone, registered mail, email or in person.

11. Responding to and putting through various queries from managers and employees and from other agencies or departments.
12. Maintain a job register and update it according to specifications from the managers.
13. Review information obtained form interview for accuracy and completeness.
14. Validate contact addresses and phone numbers.
15. Identify and report problems in obtaining valid data and reject applicants with incomplete data or with suspicious circumstances.
16. Administer driving and criminal record checks.
17. Provide Director of Operations with daily interview results.
18. Prepare and insure receipt of complete source documentation needed for new hires.
19. Conduct effective Orientation programs for all new hires.
20. Delivers all training sessions to participants or hires other experts to do so.
21. Prepare and assist in maintaining job documentation, job evaluations and company salary structure systems.
22. Coordinating staff training events or programs and recommending resources, as needed.
23. Responsible for developing a comprehensive training package to motivate employees and imbibe in them newer skills.
24. Identify training and development needs company wide through job analysis, appraisal schemes or through frequent consultation with the management and other Corporate Directors.
25. While designing the training programs, they must keep in mind both the company’s requirements and the individual’s needs.
26. Make estimates of the costs of these training programs and keep expenses within an agreed upon budget.
27. Make assessments of the return on investment of any training or development program.
28. Interacting with and supplying information to employees, department heads, and job applicants.
29. Involved with the long-term improvement of an employee’s skills so that their potential can find full expression and lead to the growth of the company overall.
30. Develop plans in relocating staff to new jobs and departments when necessary.
31. Develop and maintain good relationship with universities, employment agencies and other recruitment sources.
32. Manage sensitive and confidential matters like personnel relations, employee relations and organizational changes, planning and protecting the security of information, data and files.
33. Exercising individual judgment while dealing with potential or real troubles on own initiative and bringing them to Director of Operations’ attention.
34. Keeping abreast with existing employment legislation and managing selection centers for recruitment of graduates and senior vacancies.
35. Keeping up with current issues and matters in the organization related to Human Resources.

As a critical member of the site management team, the HR Manager will help set strategic direction for Plant HR operations and implement initiatives to meet the strategy.
Specific responsibilities include:
- As a valued business partner, assist with site planning and provide strategic counsel to other plant leadership personnel.
- Maintain and promote effective relationships, implement procedures and provide guidance to line management on contract interpretation.

Qualifications include:
- Bachelor’s degree in Business, HR or related discipline required with an advanced degree and/or PHR/SPHR certification a definite plus.
- Strategic HR experience required.
- Minimum of 7 years of HR experience. Experience in a manufacturing environment strongly preferred.
- Would prefer labor relations experience.
- Solid plant safety background and experience is strongly preferred. Workers' compensation experience preferred.

Auditor - HR Compliance Geisinger Health System
LOCATION: Home location may be based at any of the Geisinger regional human resources offices (Danville, Wilkes-Barre or State College).
JOB SUMMARY:
Ensures regulatory and policy compliance in Human Resources throughout the Geisinger Health System through a program of collaborative and constructive oversight. Maintains current knowledge and inventories of applicable regulations, guidelines, licenses, policies and procedures, and standards of practice, and all proposed changes to same. Ensures that Human Resources policies, procedures and standards are in current compliance with regulations, authoritative guidelines, etc. and reflect best industry practices.
This position is responsible for conducting examinations and evaluations of the adequacy and effectiveness of the organization's Human Resources related compliance initiatives. Participates in reviews related to performance quality of assigned responsibilities as defined by the organization’s Compliance template or Compliance committee(s). This position will perform human resources or other audit engagements or special projects throughout the Geisinger Health System.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in human resources, business, finance or related program plus two years of progressive auditing experience required.
